1640 - The government is growing concerned about the rate at which Irish people are settling in London

The districts where the new immigrants are settling are in the built-up areas of Middlesex, on the fringes of the City of London but outside the area controlled by the Mayor and Aldermen. There are fewer regulations there and the laws are often much less strictly enforced.

The government orders the justices of the peace for Middlesex and Westminster to arrange to send away, not only all the beggars and homeless people, but also any Irish residents who cannot provide a good reason why they should be allowed to stay.
